Sample Mayor’s Proclamation
If you’re planning a publicity campaign for an animal cause, you may want to have your local mayor (or governor!) sign a proclamation stating their support for the cause. Here’s a template you can use to create your own proclamation.
P R O C L A M A T I O N
[On Animal Group's Letterhead]
Whereas, [state your main point for the event] , and
Whereas, [state your supporting point, using this same format]; and
Whereas, the city of [name of city, state] has X,XXX homeless animals; and
Whereas, [name of city, state] recognizes that adoption and aggressive spay/ neuter programs are the key to ending overpopulation; and
Whereas, [name of city, state] recognizes that people in all walks of life are positively contributing to the peace and wellbeing of our community
Now, Therefore, I, [name of mayor], Mayor of the city of [city name], do hereby proclaim
[state your special event or special day in bold, centered].
[Use this next paragraph if your mayor or governor wishes to designate a special committee or make some other special remark here.]
Be it further resolved that [name of city, state] agrees to [create a committee to review pet overpopulation in OurTown and encourage adoptions of rescued animals].
Proclaimed this xx day of xxxxx, 2007.

The mayor’s office will re-write the proclamation onto their own letterhead when they receive it from your group, in order for the mayor to sign it. For each ‘whereas’ point, the word whereas can be in all caps or not, and you can use a long flowing sentence to fully describe your group’s mission. For instance

Whereas, October is National Adopt a Dog Month, and citizens of OurTown should look to shelters and animal rescues to adopt their new best friend; and
Whereas, the SuperRescue group is dedicated to saving the unwanted animals of OurTown through foster families, spay/ neuter programs and adoption events; and
Whereas, 4,385 unwanted dogs and cats were euthanized last year in OurTown; and
Whereas, the City of OurTown is committed to ending overpopulation within our borders; and
Whereas, adoption and spay/ neuter are the keys to ending overpopulation;
Now, Therefore, I, Tom J. DoGooder, Mayor of OurTown, do hereby proclaim the month of October, 2006 as
Adopt a Dog Month
in the city of OurTown, and urge citizens to adopt a new best friend and save the life of a homeless animal.
